jdk1.4 logger doesn't respect jdk per-class configuration

I've enabled the JDK 1.4 logger, and global configuration (the .level=foo line
in the file) works fine.
Per logger config, on the other hand, doesn't work at bit for messages that
arrive through c.u.l.
