Make 2.0 snapshots available in Maven snapshot repository

2.0 snapshots are not currently available in the Apache Maven snapshots
repository. Due to this, FtpServer currently include commons-net in our build
using svn:externals. But, we would rather like to use a regular Maven
dependency.
