There does not appear to be a way to get the global section from 
INIConfiguration.subset().  As an example,  with the file

; start
default = ok
var1 = default

[]
var1 = empty1
var2 = empty2
; end 

calling INIConfiguration.subset("")  or INIConfiguration.subset(null) returns a 
Configuration with the contents:
var1 = empty1
var2 = empty2

I expected that INIConfiguration.subset(null) would return a Configuration with 
the contents:
default = ok
var1 = default
