So OSX is very similar to OpenVMS in that case-sensitivity is not defined by 
the system type.

I.e. whatever IOCase SYSTEM is initialised to will be wrong in some cases.

Since the setting cannot be determined, I think IOCase.SYSTEM should be set to 
null in such cases.
Rather than just let NPEs happen, the code should check for null and throw a 
more suitable exception.
