Cannot build commons build plugin due to missing osgi manifest file

I tried building the commons build plugin locally, but it failed with the
following error:

[ERROR] BUILD ERROR
[INFO] ------------------------------------------------------------------------
[INFO] Error assembling JAR
Embedded error: Manifest file:
G:\apache\commons\trunks-proper\commons-build-plugin\target\osgi\MANIFEST.MF
does not exist.

It probably has to do with inheriting something from commons-parent.
