POM of the commons-dbcp 1.2.2 currently points to /LICENSE.txt while it should
(by the documentation for the license url element in
http://maven.apache.org/maven-v4_0_0.xsd) point to
http://www.apache.org/licenses/LICENSE-2.0.txt which is the official url for
the license text. This prevents maven plugins like maven jboss license plugin
to download license, which instead currently prints a warning:
[WARNING] POM for dependency commons-dbcp:commons-dbcp:jar:1.2.2 has an invalid
license URL: /LICENSE.txt
