I'd create a new language reference (we have a 1.0 version), a index-2.0 (or
some such name) that explains the 2.0 API. Then link them under the
"Development" LHS menu on the site.
Its not a catch-22 in the sense that we can add 2.0 docs to the xdocs now, we
can even generate the docs and deploy the site as long as we clearly mark them
as not yet released (under development). We must ofcourse always host the
latest release docs and reference such that it is immediately available (and
more prominent than the SVN latest).
Come 2.0 RC time, we can switch to bring the 2.0 docs more to the fore. We'll
want to retain the 1.0 docs on the site, for users who haven't upgraded. Some
of the other Commons components list multiple release docs on the site, looking
at them may offer some more ideas.
