IP Based URL does reverse lookup

Problem is next... 
Bussiness partner asked us to put URL: 
http://123.456.789.987/bla/bla/content.ext
(MUST be IP based)
but when visited, machine thet needs to "intercept" it report  next:

Sorry, the rating for the selected site failed:
         http://reverse.domain.address/bla/bla/content.ext
We can not deliver the requested content.
No charging is executed.

Actually, it reports that it can't access content thats on reverse addr coz 
this machine expected IP address...
So, can apache be set so that it not convert ip-based urls into reverse addr 
urls?
