Ultimately, we have to find a better solution than this.

And I guess I'm not done yet. Now that we know how we can make this happen in 
our production system. Unfortunately, even with these changes it is still 
happening. We use DynamicCombinedConfiguration and 
MultiFileHierarchicalConfiguration so I'm going to have to include those into 
the mix.
