in latest IBAN_Registry.txt I found a new IBAN for LY which was added in 
Sep-20. There is no definiton in 1.7, nor in master branch IBANValidator class

example: LY83002048000020100120361

IBAN structure : LY2!n3!n3!n15!n
 IBAN length : 25 

meanwhile, Jun-21, there is a new registry entry: SD
