Have you double-checked the path the Jar file is located in, and have you 
relocated the project at some stage? For demo purposes, I'll download it and 
put it in a mock NetBeans project...
 *   Download the needed Jar file from [Download Apache Commons 
Lang|http://commons.apache.org/proper/commons-lang/download_lang.cgi]
2. Locate the downloaded archive, and extract it's contents
3. Demo screenshot below of extracted folder (notice the folder highlighted in 
a blue-like colour):
 * 4. Navigate into this folder, until you find the Jar file you need - 
screenshot below (needed Jar file highlighted):
 * 6. Next - open up your project in NetBeans, right-click on the "Libraries" 
folder, navigate to where you copied the Jar file from earlier, then click on 
"Open" - demo:
 * 7. After doing this, the Jar file should now be in your Libraries folder, as 
in the screendump below. Now you can import a reference to the package, which 
is also shown in the screenshot:
