I wouldn't go that far: I suppose it is a design decission to have
commons-configuration as an infrastructure rather than a collection of format
providers (in which case I would rather modularize the project further and put
the properties, Json etc. providers in separate modules as well, which would
save many users from including lots of dependencies they don't need for their
particular project).
I am fine with Gary's argument, although I would not call TOML a random unknown
format.
I will set up an external project and put everything under the Apache license,
so it won't be hard to pull in the code later if there should arise any demand.
