Gary Gregory's note that you can't expand ~ on Windows is a very good point,
and it implies that this class, which treats ~ as a unix shell directive, isn't
really cross-platform. It treats the ~ as part of a file's prefix in the
JavaDocs for the entire class. This makes me wonder if we should replace this
entire class with a new class that adopts platform-independent conventions.
