New RMs may need to add their keys to the Commons KEYS file and publish a copy
to a key server.
AFAICT, this process is not yet documented on the Commons site.
Not sure if it belongs in the "release/prepare" page, or whether it might be
better as a separate page which can be linked from the "prepare" page.
