Might be useful to create a copy of the Velocity release-notes template (within
commons-site) from Math / Net as a sample for other projects to use.
e.g.
http://svn.apache.org/repos/asf/commons/proper/net/branches/NET_2_0/src/changes/release-notes.vm
This could be documented in
http://commons.apache.org/releases/prepare.html#Prepare_Release_Notes
Since the template relates to changes.xml, it should probably be stored in the
same directory rather than in src/main/resources/templates.
