Note for future moves.
AFAIK, it does not matter if the project is temporarily not listed in either
trunks-proper or trunks-dormant.
So the externals changes could be simplified as follows:
Remove external from commons/trunks-proper/
Then move the component.
Finally add external to commons/trunks-dormant/
