When reading JPEG file _DSC6099.jpg from Commons Imaging's test image data set,
Imaging results in a broken image. This problem may be related to issues
reported in Imaging-97.
I've attached an example comparing the results when using ImageIO versus those
when using Commons Imaging.
I tried this same test with earlier versions of Commons Imaging and got the
same results. So it does not appear to be due to recent changes.
