OK, understood.
But I still think it is wrong to restart after a single PAD, unless the modulus
== 3.
For example, ABC=DEF= would be OK to treat as two encodings, but AB=CD and A=B=
should not be treated as two encodings.
ISTM that either such PADs should be completely ignored, or an error should be
generated - anything else has little meaning.
