Windows 2022 + Temurin 17.0.11 works.

Windows 2022 + IBM 17.0.11 fails.

Therefore, this looks like an issue with the IBM JRE. I suggest you raise an 
issue with IBM.

If this issue affected multiple JREs, we'd consider removing the Control Flow 
Guard support but since this appears to be a vendor specific issue, the 
expectation is that it will be addressed by the vendor.
