I rather tried to infer the consequences of that "fault".
Since there are no consequences in "Commons Lang", the bug could stay there if
Gary likes it that way.
On the other hand, if the (non-constant) constant is there for some purpose
(the object of my questions in the previous comment) and that purpose is in
jeopardy because of the bug, then it might be better (for users) to fix it,
even if BC is broken.
