   When I run:

   ```bash
   mvn -Pjacoco clean verify
   ```

   on JDK 17, I get:

   ```
   [WARNING] Rule violated for bundle commons-secure-xml: instructions covered
ratio is 0.94, but expected minimum is 0.97
   [WARNING] Rule violated for bundle commons-secure-xml: methods covered ratio
is 0.98, but expected minimum is 0.99
   [WARNING] Rule violated for bundle commons-secure-xml: branches covered
ratio is 0.88, but expected minimum is 0.91
   [WARNING] Rule violated for bundle commons-secure-xml: lines covered ratio
is 0.94, but expected minimum is 0.96
   [WARNING] Rule violated for bundle commons-secure-xml: complexity covered
ratio is 0.94, but expected minimum is 0.96
   ```

   Results for other JVMs vary, but a `verify` from a clean worktree will
always fail. This is one problem this PR solves.

   Another problem is that `mvn site` runs **one** Surefire execution out of 8
and **zero** Failsafe executions. The result is that, on a clean workspace, you
get a strange report.
