Fixes [CONFIGURATION-786](https://issues.apache.org/jira/browse/CONFIGURATION-786). After a definition file switches to a new child configuration, the combined builder creates new child builders while its reloading controller continues watching the old ones. Subsequent edits to the new child file are missed. Keep the controller instance held by callers and refresh its immutable child-controller snapshot when the configuration is rebuilt. The regression holds that original controller, changes the definition, then checks that the removed child no longer triggers a reload and the new child still does. Validation on the final source: - Official default `mvn`: 3,054 passed, 2 existing disabled tests; all configured build and quality checks passed. - Real Java 8 clean build and both focused test classes: 10 passed. Java 17 focused run: 10 passed. - The new file-based regression failed on the unmodified source before the fix. Added executable lines have 10/10 coverage in the full Java 17 run. <sub>AI-generated description.
