Independent validation: the canonical checkout at
`1f3754e183323fc137f69d9837b5eab0e4b22055` reproduces
`StringIndexOutOfBoundsException` for
`CommandLine("grep").addArgument("end$").addArgument("${file}")` with a
nonempty substitution map. An isolated JDK harness using this PR-head
`StringUtils.java` with the canonical `CommandLine.java` preserved `end$` and
expanded `${file}`; it also produced `IllegalArgumentException` for an
unterminated `${file`. This validates those specific cases only; Maven was
unavailable here, so I did not run the repository suite. I did not create a
duplicate patch/PR, and this comment makes no CI or acceptance claim.
