[PR#340|https://github.com/apache/commons-math/pull/340]
{{BaseRuleFactory.getRule}} reads and updates {{pointsAndWeightsDouble}}
without holding the lock used by {{getRuleInternal}}.
Factory instances are shared ({{IterativeLegendreGaussIntegrator}} keeps a
_static_ {{GaussIntegratorFactory}}), so concurrent requests for different
rules can corrupt the map.
