Refactor "PolynomialFitter"

This class should be refactored similarly to what was done in MATH-512 and
MATH-517.
As part of this issue, I propose to move the functionality of
"ParametricPolynomial" (currently a private inner class of "PolynomialFitter")
over to the class "PolynomialFunction" (in package "analysis.polynomials").
