This is frustrating - it builds cleanly and runs with no errors on my linux
machine.

It looks like static initialization of the Rule class is failing on your
platform. I will try building on a windows machine and see if I can reproduce
your issues. In the mean time, do you have any stack traces describing these
test failures?
