...presuming it is accepted. Requests for additions to DateUtils have
typically received a response of "use joda-time." It makes very little sense
for the Commons community to put further effort into developing and supporting
date/time APIs when joda-time and jsr-310 exist (the latter being in alpha),
and both of these sharing a core developer, who is himself a Commons developer.
