Merge EmpiricalDistribution interface and implementation

There is only one implementation of this interface. The source of randomness
is now pluggable and the kernel can be made pluggable in the implementation, so
I am proposing that we eliminate the interface and rename
EmpiricalDistributionImpl to EmpiricalDistribution.
