Remove XxMoment statistics from the public API

The Second, Third and FourthMoment statistics in
o.a.c.m.stat.descriptive.moment are non-standard and are really just there to
make updating more efficient in other statistics that embed them and the
aggregates. The naming is misleading and I am not sure there is much
independent value to these statistics, so I propose that we change them to have
package scope in 3.0. I am happy to close this as WONT_FIX if anyone has
objections.
