StringUtils.toString(byte[] bytes, String charsetName) cannot be overloaded. It
will have an ambiguity issue in case of a null charset.
A new method StringUtils.toEncodedString(byte[] bytes, String charset) should
be introduced.
I have attached the relevant patches.
