"PowellOptimizer" internally uses a one-dimensional optimizer
("BrentOptimizer").
Currently, the tolerances of this line search algorithm are somewhat
arbitrarily set to the square-root of the tolerances of "PowellOptimizer". But
it might be useful to explicitly set those tolerances.
