I don't think that's possible.
procrun can run both in-process and detached services, and this would limit the 
usage because it would require users applications to report 'OK' to the daemon. 
Since startup can take long time this could even result in services reported as 
failed although still waiting for sync from users application.
IMHO the 'refresh' is not such a big deal.
