This feature has been requested before. I currently use the QuantileBin1D
object in Colt 1.2. The only problem with it is that in a multi-threaded
environment, it is impossible to get repetable results (makes it hard to
test/debug code that depends on quantile calculations). It would be nice to
port the class.
