Patch in 3.4 (NET-511) is also not correct - IllegalArgumentException is thrown 
with valid input:

+            if (cidrPart == 0 && address != 0) {
+                throw new IllegalArgumentException("Cannot have /0 cidr with 
non-zero address");
+            }
