That's unchanged from 1.9.
I had hoped that the changes done so far were sufficient to have full
compatibility with the original version, but it looks like the whole thing
needs to be reviewed more carefully.
I suspect that the evaluation of rules depending on the chosen settings is not
consistent, e.g. the rules for hebrew are only relevant when the name is
actually encoded in hebrew alphabet thats why the codec produces nothing. The
original version seems to execute some additional rules, which needs to be
analyzed properly.
