This seems out of scope for LANG, as it is specific to XPath queries.

AFAICT the workround in the php bug entry is just an implementation of the 
algorithm from the SO question.
i.e. 
- split the original up into parts that only contain a single quote type.
- use the other quote to quote the segment
- use concat to rejoin the quoted segments
