The TelnetOptionHandler class contains the following abstract methods:
answerSubnegotiation
startSubnegotiationLocal
startSubnegotiationRemote
In almost all the sub-classes, the implementation returns null.
The code could be simplified by returning null in the parent class and dropping
the sub-class implementations that just return null.
