I was hit yesterday by this issue. As today the docummentation is:

public static boolean isNumber(String str)
Checks whether the String a valid Java number.
Valid numbers include hexadecimal marked with the 0x qualifier, scientific
notation and numbers marked with a type qualifier (e.g. 123L).

It might be useful to add a hint warning about the use of locales and this
class do not play well together. A NumberUtils that supports locale would be an
excellent feature, play with parsing/unparsing requires ugly code taking care
of checked exceptions and so on.
