Summary: Add FTPClient method to return an FTPFile from an MDTM

FTPClient supports MDTM via the getModificationTime method, but this returns an
unparsed String for the date.
It would be useful to have another version that parses the response and returns
an FTPFile, similarly to mlistFile()
