The file exists in the RM's (Luc) RC3 copy of the site.
But the file is missing in
https://svn.apache.org/repos/infra/websites/production/commons/content/proper/commons-math
I guess that the problem is that we forgot to commit ithe new files under svn.
Many others are missing: it looks like all the new classes/interfaces are
missing.
We should add an "svn status" check in the release howto.
