I think you already do. When I got the error initially, then downloaded the
jce files and saw that I already had files of roughly equal size already in my
jre installation, I didn't think that I needed to overwrite them. I was wrong.
It looks like the jce jars are standard install on linux, but not OS X or
Windows.
If no one is raising an eyebrow on the need to overwrite 2015 jars with 2011
jars, we'll add something to our javadocs for our PackageParser, and then
plagiarize your isStrongCryptoAvailable() for our test case.
