PiecewiseBicubicSplineInterpolatingFunction is not able to interpolate in out
of the range values. Other libs provide functionality to make extrapolation.
In geospatial analysis, for example it's must have feature, because the
locations of points and values are almost always not at the border of the shape
that we want to interpolate.
