Setting the setSoftMinEvictableIdleTimeMillis on the BasicDataSource will not
set this property on the underlying connection pool, if it hasn't been created
yet.
BasicDataSource#createConnectionPool should set the property on the
GenericObjectPool.
There had been a similar issue for DBCP 1.x as described in DBCP-334
