Summary: SIte archives download links don't work

The CSV site includes links to archived versions of the site.
These are copies of the sites for earlier versions, and as such, still contain
download link. These no longer work. Rather than fixing them to point directly
to the obsolete versions, the pages should document that the version is no
longer current
