Since this is a significant departure from the "zero-dependency" policy, I
think that it deserves its issue, for future reference.
And I try to stick with the policy advertized in
"doc/development/development.howto.txt". :)
Branch "develop__dependent_on_commons_rng" contains the changes.
If there is no objection to them, I'll merge it into "develop".
