It is proposed to create a "commons-rng-sampling" module.
It will contain code for generating random deviates on the basis of the
{{UniformRandomProvider}} interface defined in module "commons-rng-client-api".
The sampling algorithms will be copied from Commons Math classes (in package
"o.a.c.math4.distribution").
