Well this is weird:
I created a dummy project using RAT and the exclusions defined in the
pluginManagagent section are not picked up by RAT when run as part of mvn site.
However, the approach does work when used as part of the LANG pom.
It appears that the report starts to notice the pluginManagagent section when
the apache or commons parent pom is referenced.
However it does not do so for the early apache poms, 1-7 approx.
