Resolution: Won't Fix
Code is deprecated (to be replaced by module {{commons-numbers-fraction}} in
new "Commons Numbers" project.
Issue has been [duplicated|https://issues.apache.org/jira/browse/NUMBERS-15]
and fixed there.
