Created as a follow up to COMPRESS-398.
Currently the tar package always generated "old ustar" archives that we augment
with some extra magic when writing long file names or adding PAX extended
headers.
It may be useful to be able to create GNU tar or POSIX archives rather than
"old ustar" right from the start.
