I was looking forward to use the HumanNameParser but found out that
1.3-SNAPSHOT is not being deployed into
https://repository.apache.org/content/repositories/snapshots/org/apache/commons/commons-text/
even if the 1.3-SNAPSHOT site is already deployed to
https://commons.apache.org/proper/commons-text/index.html
